Customize Windows 11 Icons, Wallpaper & Themes — 9 Free Packs

Windows 11's built-in personalisation is limited. You can change the accent color, dark/light mode, and wallpaper — but icons? You're stuck with Microsoft's default folders, drives, and file-type glyphs. If you want a cohesive desktop aesthetic without paying for Stardock or patching system files by hand, here's a free way to do it with a one-click revert safety net.

I built this because the existing options were either expensive (Stardock IconPackager is $30, WindowBlinds bundle is $50), risky (tools that patch imageres.dll directly will break on the next Windows Update and may flag in System File Checker), or both. The 9 theme packs in RBS PC Cleaner work the same way Microsoft expects icon overrides to work — registry pointers, not file patching — so they survive updates and they're trivial to reverse.

9 ready-made theme packs (all free)

RBS PC Cleaner ships with 9 full theme packs. Each pack bundles matching icons, a 2560×1440 wallpaper, an accent color, and the right dark/light mode:

What the theme engine changes

  • Wallpaper (supports custom wallpaper per theme).
  • Windows dark / light mode.
  • Start menu + title-bar accent color.
  • This PC, Recycle Bin, Network, User Files icons.
  • Downloads, Documents, Pictures, Music, Videos folder icons.
  • 25+ file-type icons (PDF, ZIP, DOCX, XLSX, PPTX, TXT, RTF, JPG, PNG, BMP, GIF, HTML, JS, CSS, etc.).
  • Every drive icon including OS (C:) — requires admin mode.
Safety-first: before the first theme is applied, your original wallpaper, accent and icon settings are snapshotted to a backup file. Restore Original reverts to exactly that state — even if you've applied five themes in a row.

What Windows won't let any tool change

  • Start button glyph — baked into explorer.exe. Patching breaks Windows integrity checks.
  • System-tray icons (clock, Wi-Fi, battery) — baked into signed system DLLs.
  • Microsoft Store apps (Notepad, Photos, Media Player) — they ship their own icons.
  • Taskbar tint — Windows 11 caps accent-color mixing into the taskbar at ~15%. This is by design.

Any tool that claims to change these is patching system files — which Windows Update will reverse and may flag as corruption. RBS PC Cleaner refuses to touch those, by design.

How applying a theme works under the hood

  1. Icons are copied into %APPDATA%\RBS Software\RBS PC Cleaner\installed_themes\<theme>\.
  2. Registry pointers for folder/drive/file-type icons are updated to reference those icons.
  3. Wallpaper is applied via standard Windows APIs.
  4. Accent color is written via the personalize registry path.
  5. Windows explorer is restarted so icons refresh.

No system files are replaced. No drivers are touched. If Windows Update runs, nothing gets reversed.

Custom wallpapers

You can swap the bundled wallpaper for your own on any theme. Per-theme custom wallpapers are stored so you can switch between themes and each keeps its custom look.

Will it survive a Windows Update?

Yes. Because the icon changes are registry-pointer overrides rather than file patches, Windows Update doesn't notice them. After a feature update (24H2 → 25H2 → 26H2 etc.) your custom icons stay applied. The only thing that resets reliably is the accent colour — Microsoft sometimes changes the default for major releases — but a single click on the same theme reapplies it.

Compare to direct-patching tools (the older method some Reddit guides still recommend) which modify %SystemRoot%\System32\imageres.dll. Windows Update treats those as system corruption and replaces the patched DLL on every cumulative update. You either patch repeatedly or accept that the customisations randomly disappear.

Compared to Stardock and friends

Stardock IconPackager and WindowBlinds are mature, well-supported, and worth the money if you want deep customisation (window borders, taskbar styling, animated backgrounds). They cost what they cost because they support hundreds of community theme packs and patch some things Windows doesn't officially expose.

The free 9-pack approach in RBS PC Cleaner intentionally stays in the "officially supported" customisation lane. You get less variety, you can't tweak window borders or taskbar shape, but everything is reversible and nothing fights Windows Update. For most people this is the right trade-off.
